REQUIREMENTS FOR RUTHERFORD COUNTY SCHOOL BUS AND SCHOOL ACTIVITY BUS DRIVERS (Updated 2/13/18)
Applicant must be at least 25 years old with a CDL class B or C with the P&S endorsement and obtain a C-2 (Certificate of Eligibility) Form by completing the following:

STEP 1 (Central Office)

2) Motor vehicle driving report for the past five years.

3) Fingerprint sample for a TBI and FBI criminal history records check and pass a pre-employment drug test. The cost for this step is CASH ONLY $86.50, $36.00 for fingerprinting and $50.50 for drug test paid to the Transportation Dept.

4) Up-to-date DOT (Department of Transportation) medical card and show proof that they have had either a recent chest x-ray or a TB test.
(A DOT physical exam is required annually of all drivers.)

Please call 895-8656 for appointment when all of the above is completed to obtain a “Certificate of Eligibility” C-2 Form:

STEP 2 (Tennessee Department of Transportation)
Take the C-2 Form along with proper identification to the driver’s license testing center before taking the written tests.
Applicants must pass all four written tests and all parts of the driving tests required before receiving a Commercial Driver’s License with the “P” (passenger) and “S” (school bus) endorsements or the proper license for School Buses.

After completing all of the above tasks, take all updated information to Central Office.

STEP 3 (Department of Homeland Security)
The Department of Homeland Security oversees CDL drivers.  See their website for updated information.

DO NOT LET YOUR YEARLY MEDICAL CARD EXPIRE.
When you mail/email it in, also complete the CDL Holder Self-Certification Affidavit.
We usually initial Statement A.

STEP 4 (Tennessee Department of Education in compliance with The Federal Motor Carrier Safety Administration (FMCSA)
In February 2018, The Tennessee Department of Education in compliance with The Federal Motor Carrier Safety Administration (FMCSA) requires the Entry Level Driver Training Form to be completed.  The fourteen (14) page document is attached.

Due to the fact that this document is on file for the Trainer and Trainee, I do NOT train first time CDL holders.  I will complete this form for former CDL
holders who license has expired, current CDL holders, military and ex-military personnel who have experience driving large vehicles.

STEP 5 (Blackman High School)
After completing the above steps, you are now ready for an orientation to the BHS Activity Buses.  Parts of the orientation will include:
  • Assigned parking spaces
  • Reverse positioning when a bus is Out of Service
  • Passenger walk-thru buzzer
  • Reporting mechanical issues
  • Refueling
  • Cleaning and Maintenance
  • Emergency exits and roof hatches
  • Seating Capacity
  • Registration, Titles and Insurance
(Due to the fact that BHS must pay the $20,000 insurance deductible for bus accident repairs, we usually limit the use of the buses to BHS-affiliated personnel.)

Annually, send the following documents to Central Office:
